Platform Status

PixelPanther (www.pixelpanther.ai) is operated by Noventis Holdings Ltd, a company registered in Nicosia, Cyprus. PixelPanther functions as a hosting platform and is not the primary or secondary producer of any third-party videos or images displayed on the Site. All content produced directly by PixelPanther is generated exclusively by artificial intelligence. PixelPanther is the operator of the AI generation systems and the platform on which that content appears.

1. AI-Generated Content — §2257 Exemption

18 U.S.C. §2257 and 28 C.F.R. Part 75 applies to the production of sexually explicit depictions of actual human beings. Because all content generated by PixelPanther is entirely synthetic and computer-generated, these record-keeping requirements do not apply to PixelPanther's in-house AI productions.

All characters, images, and videos produced by PixelPanther’s AI generation systems are:

• 100% computer-generated imagery (CGI) — entirely fictional and synthetic
• Free of any real human performer, model, or individual — no real person is depicted, simulated, or identifiable
• Not subject to 18 U.S.C. §2257 record-keeping requirements, as no actual human beings are involved in their creation
• Governed instead by §2257A, which exempts content that does not depict actual human beings engaged in sexually explicit conduct

Accordingly, PixelPanther claims exemption from the record-keeping and labelling requirements of 18 U.S.C. §2257 with respect to all AI-generated content produced by its own systems, pursuant to 18 U.S.C. §2257A.

2. Third-Party & Licensed Content — Record-Keeping

Where the Site displays, embeds, or links to content produced by third-party producers (including licensed content and embedded videos from external platforms), that content remains the sole responsibility of its original producer with respect to 18 U.S.C. §2257 compliance.

Records for all non-AI licensed content (e.g., embedded third-party videos) are kept by their respective producers in compliance with 18 U.S.C. §2257. PixelPanther does not hold §2257 records for content it did not produce.

If you wish to inspect the age-verification records for any third-party content appearing on the Site, please contact the original producer or the platform on which that content was first published. PixelPanther can assist in identifying the original source upon request.

3. Director of Operations

In accordance with 18 U.S.C. §2257 and 28 C.F.R. §75.2, the following individual is designated as the Director of Operations for PixelPanther with respect to any content on the Site that falls outside the AI-generation exemption (e.g., any non-AI licensed content for which PixelPanther holds producer responsibility):

Note: The Director of Operations role applies only to any content on the Site for which PixelPanther bears producer responsibility under 18 U.S.C. §2257. This does not extend to purely AI-generated content (exempt under §2257A) or to third-party content for which the original producer is the responsible record-keeper.

4. Creator Upload Verification Procedures

To the extent that PixelPanther permits verified creators to upload content, and to the extent any such content involves real human performers (which is not permitted under PixelPanther’s platform rules — see our Content Moderation & Safety Policy), the following verification procedures apply before any upload is approved:

• The uploader must confirm they are at least 18 years of age and provide valid government-issued photo identification.
• The uploader must confirm and provide documentary evidence that every individual depicted in the uploaded content is over the age of 18, and that they hold proper age-verification documentation in compliance with 18 U.S.C. §2257 and 28 C.F.R. Part 75.
• The uploader must confirm that all depicted individuals have provided informed, written consent to the production and distribution of the content.
• Copies of all required records must be submitted to and retained by the Director of Operations identified in Section 3.

5. Flagging & Removal of Non-Compliant Content

If you encounter any material on the Site that you believe involves a real human being who may be a minor, or any content that appears to violate 18 U.S.C. §2257 or our Content Moderation & Safety Policy, please report it immediately using one of the following methods:

• Click the “Flag as Inappropriate” button located beneath any video or image on the Site.
• Submit a detailed report via our compliance contact form at www.pixelpanther.ai/report.
• Email our compliance team directly at compliance@pixelpanther.ai with the URL of the content and a description of your concern.

Upon receipt of a report, our compliance team will:

• Acknowledge the report within 24 hours.
• Immediately withhold the reported content from public view pending review.
• Complete a full review within 72 hours and permanently remove any content found to be non-compliant.
• Where content is found to involve a minor or constitute CSAM, report the matter without delay to the National Center for Missing & Exploited Children (NCMEC) CyberTipline and relevant law enforcement authorities.
